According to Rufino Bomasang, the president of the Exploration Corp subsidiary of PNOC, (PNOC-EC), , the company will be responsible for the taking the lead in the development, finance, design, construction, ownership and operation of the pipeline.

Its partners will develop, finance, design, construct, own and operate the LNG Import Terminal that will serve as an integrated energy complex in Mariveles, Bataan.

The project will be divided into three phases. Phase One will involve the construction of a pipeline from the LNG terminal in Mariveles to an existing power plant in Limay.

Phase Two will extend the pipeline to the economic zones in Subic, Zambales and Clark. Phase Three will encompass the installation of an offshore pipeline from Mariveles to Cavite that will connect to the PNOC pipeline currently under construction.
