In a statement the police said, “Otsuka illegally produced about 3.5 million litres of light oil by mixing kerosene with heavy oil in his factory in Yashio, Saitama Prefecture, over a period of about 1-1/2 years from 2001.”

“He sold the oil to forwarding agencies in the prefecture, but did not pay the light oil trading taxes owed on it, amounting to about 120 million yen, to the prefectural government,” added the authorities.

Otsuka was arrested once the prefectural government filed a complaint with the Saitama District Public Prosecutors Office against Niko for violating Japan’s Local Tax law.
