Germany is reported to have extended the invitation to Department of the Environment and Heritage parliamentary secretary Greg Hunt, who was attending the conference.

Ministers from more than 20 nations, including the US, China, Mexico and Brazil, took part in the talks at Kapama, building on the UN climate change discussions in Bonn last month.

The discussions recognised the continuing importance of coal as an energy source, and the need for improved processes to help reduce its impact on environmental factors including climate change.

During the conference, Germany said its first “clean coal” plant would be operational by 2014, 10 years earlier than expected.

Hunt is expected to release more details of the offer later today.
