Hanoi to refund Moscow for failed refinery project

PetroVietnam will reimburse Russian state-owned oil company Zarubezhneft after the company withdrew from the project to build Vietnam's first oil refinery.

The two companies formed a joint venture in 1999 to build the Dung Quat refinery, near Danang, but disputes and funding shortfalls have plagued the project.

Russian government sources said Hanoi would reimburse Moscow for more than US$230 million the Russian side invested.
