In a statement the energy giant said, “We obtained a copy of the tender but the scope and contract format are not compatible with our aspirations for long-term risk-reward contracts.” It did not elaborate further.

Currently, Iraq has only offered short-term infrastructure projects. Industry insiders have revealed the Iraqi government is hoping to award contracts by the end of August and has already pushed forward the deadline for bids five times due to lack of interest from the oil majors.
