THE development of oil and gas resources in the South China Sea has become even more complex after Philippines president Rodrigo Duterte said China’s president Xi Jinping offered favourable terms for hydrocarbon developments should Duterte ignore the  2016 Hague Ruling that dismissed China’s nine-dash line.
