FRACCING is boiling over as a red hot issue with the Northern Territory marching off to an election on August 27, with Labor proposing a moratorium, former NT opposition leader Delia Lawrie saying the issue should be put at a referendum, and NT Chief Minister Adam Giles rubbishing the idea.
