Oil spill sparks state of emergency

THE local government of Tuapse in Russia has declared a state of emergency as workers struggle to clean up oil which flooded into the Black Sea after a major oil pipeline outside the town burst last week.

Krasnodar's regional government website confirmed the state of emergency was declared on Christmas day as clean-up efforts were hampered by severe storms and unsafe water conditions.
