Russia's hollow talk

THE hollow nature of Russia's suggestion it would agree to freeze production which gave life to flagging oil prices earlier this year has been unveiled by new figures that showed the country's largely state-owned producers were quietly throwing money at major oil developments … and now China is helping out.

Undaunted by expectations of protracted low oil prices that have crushed its economy, Russia is grinding on and intensifying capital investment on several oil fields that are expected to reach peak production...
