According to Mexican media, three welders were in a 500kg cage lift, which fell about 30m to the ground, striking a group of workers below.
Five were killed instantly, while the other two died later in hospital.
One worker remains in a serious condition.
Reports indicate that the accident happened in a privately owned yard in the Pueblo Viejo municipality, which is used to construct offshore rigs for state-owned company Pemex.
Some media reports indicate that the yard is owned by engineering, procurement and construction consortium ICA Fluor.
