The plan was drafted by a special ASEAN committee in Kuala Lumpur and the finished blueprint will be submitted for consideration at the 22nd ASEAN Ministers of Energy Meeting in the Philippines slated in June 2004.

Under the plan ASEAN will call for the strengthening of coordination/participation in program areas to narrow the energy gap among ASEAN members, encourages a conducive environment for greater private sector investment and involvement, enhance human resources and capacity building skills, develop and enhance the energy mix and supply sources via full utilisation of the region's energy potential and enhance energy efficiency and renewable sources of energy.

The blueprint also calls for the incorporation of six ongoing cooperation projects - the ASEAN Power Grid, Trans-ASEAN Gas Pipeline, coal, energy efficiency and conservation, new and renewable sources of energy and regional energy policy and planning - into framework of the plan.
