The restructuring will become effective by the end of the year. Enron CEO Stephen Cooper said there were still some change of control and tax issues needed to be finalised but he expected to resolve these items as expeditiously as possible.

He said he expected Enron to face US$63 billion in claims against a pool of US$12 billion in cash and equity.

More than 20,000 creditors have filed over US$1 trillion in claims.
