The Far East nation does want to reduce its current imports of Middle East fuels from 77% to 56% until at least 2010 and sees this method as the best way to achieve this goal.

However, this plan may face stiff resistance amongst refiners - especially Middle East ones - who may see this as direct interference with free trade.
